The procedure for registering additional payments to pensions for children. Rules for calculating a pension supplement for long work experience Who will receive a pension supplement

Residents of the capital, like residents of other cities, can apply for local bonuses upon reaching retirement age. However, the list and amount of additional payments vary between regions. Therefore, today we will give an example of the most common supplements to pension payments, and also talk about increases to payments in Moscow.

For whom are they intended?

City surcharges are set individually in each region of the country. But most often the increase concerns such pensioners as:

  1. Military veterans.
  2. Residents of besieged Leningrad.
  3. Disabled people (all categories).
  4. Disabled military personnel.
  5. Close relatives of fallen servicemen.
  6. Heroes of Labor, USSR, Russian Federation.
  7. Olympic champions.
  8. Citizens over 80 years of age.
  9. Persons with dependents.
  10. Former agricultural employees.
  11. Citizens receiving payments below the subsistence minimum (subsistence level) in the region.

Increases to pension payments in Moscow

The main pension supplement for Moscow residents is the “Luzhkov” supplement. To qualify for this benefit, the following conditions must be met:

  • Official residence in Moscow for more than 10 years - it is not necessary to have continuous registration, because years can consist of several periods.
  • Permanent residence directly in the city or in an annexed territory.
  • Lack of official place of work.

If all the specified conditions are met, a retired citizen can qualify for monthly payments in the amount of 14,500 rubles, no less.

In addition to the specified increase, Moscow pensioners can receive the following types of additional payments:

  1. Additional payment to the minimum living wageold man can't receive pension payments below 12,000 rubles in 2017.
  2. Increases for disabled people - depends on the category of disability.
  3. Indexation - this year the pension will increase by 5.4% in February, and also: April - 2.6%; March – increase in Moscow surcharges; August – increase in insurance pensions among working elderly people.
  4. Compensatory increases are provided for working pensioners with a salary below 20,000 rubles. Most often, this additional payment is due to librarians, janitors, nurses, drivers, pharmacists, and teachers.

To assign an increase, an elderly person must contact the Pension Fund (PFR) with an application and documents, such as: passport details; SNILS; document, official registration; ID or certificate of a senior citizen; certificate of no other income; for disabled people, ITU certificate; certificate of change of surname; employment history.

The period for reviewing documentation is 10 working days. If the outcome is positive, the additional payment is paid from the beginning of the new month, and the refusal can be appealed to the courts.

Will the surcharge be canceled in Moscow?

Currently, Moscow is the city with the highest wages and pensions. But representatives of the Moscow authorities do not always cope with the financial burden. Therefore, some legislators are raising the issue of abolishing certain types of co-payments among the elderly population.

But in 2017, all existing benefits remain in force, since not a single bill on the abolition of surcharges has been signed or implemented.

The main task of the capital’s authorities is, on the contrary, to increase the amount of surcharge by at least 20% for 2017-2018. For example, it is planned to increase the pension married couples who have been married for more than 50 years. Yes, when family life A 50-year-old family will receive an increase of up to 10,000, for a family with 55 years of experience - the increase will be 11,000 rubles, 60 years - 12,000, and so on.

City supplement for disabled people

First of all, for this category of citizens, an additional payment is provided for pension contributions below the subsistence level in a particular region.

Other types of additional payments depend on the type of payment being made. Let's look at each type in more detail in combination with possible allowances, so:

  1. Insurance payments - with this type of pension payments, disabled people have the right to claim an increased amount of fixed payments (most often entitled to 1 group of disabled people). In addition, additional payments are made if you have more than 15 years of northern experience.
  2. State payments are provided for military personnel. In this case, additional payments are due to the following categories of pensioners: officers; contract workers; disability due to war injury; participants in hostilities; heroes of the USSR, Russian Federation.
  3. Social – provided to persons who do not have the necessary length of service to receive an insurance pension. Of the main additional payments, it is worth highlighting the increase for pension amounts below the minimum monthly wage. In addition, the additional payment is made at the expense of the regional coefficient.

Every disabled person has the right to transfer part of the benefits into a cash equivalent, for example, a refund for purchased medications, payments for an unused voucher to a sanatorium complex, as well as for non-use public transport. To receive monetary compensation, you must submit documents before 01.10. current year.

To receive and assign any of the additional payments, you should submit an application and a package of documents to the Pension Fund. From the documentation, a citizen will need:

  • passport details;
  • medical report indicating the disability group (ITU certificate);
  • insurance certificate (SNILS);
  • work book if you have experience;
  • other documents at the request of the Pension Fund.

Pension Fund employees check the documentation within 10 working days. If all documentation is available, the additional payment is paid with next month.

Each city in the Russian Federation has the right to establish its own pension supplements for different categories of elderly citizens. At the same time, the leading place in terms of additional payments is occupied by Moscow and the Moscow region. Read more about what bonuses Moscow pensioners have in this material.

The size of the fixed payment after indexation will be 4,982.9 rubles per month. The average annual old-age insurance pension in 2018 will be 14,075 rubles. From April 1, 2018, state pensions will be indexed by 4.1 percent. pension provision, including social pensions for working and non-working pensioners. Average annual size social pension will be 9,045 rubles.

The average social pension for disabled children and people with disabilities since childhood of the first group will be 13,699 rubles. From February 1, 2018, the size of the monthly cash payment (MCB) received by federal beneficiaries will be indexed by 3.2 percent. The compensation payment to those caring for disabled citizens will be 1.2 thousand rubles per month.

Payments to unemployed parents of disabled children and people with disabilities since childhood will be made in the amount of 5.5 thousand rubles. As before, in 2018, all elderly people whose pension is below the subsistence level will receive a social supplement up to the level of the official pensioner’s subsistence level. The main type of pension in the region in 2018 will continue to be an insurance pension. More than 90 percent of all pensioners receive it.

The topic of increasing pensions in Russia today is being discussed very actively at all levels.

Of course, in 2016 indexation was not carried out in full; in 2017 the increase was not as large as many older people wanted. That’s why many people are worried about whether there will be an increase in pensions in 2018 and by what percentage the payments will increase.

Some pension parameters for 2018 have become known today.

Pension 2018: latest news on indexation

The government has already revealed plans for indexing pensions in 2018, which means something definite can be said on this issue.

Pension increase in 2018: should we expect an increase?

The question of whether there will be indexation of pensions in 2018 can be answered definitely - there will be an increase. The question is by what percentage?

Let us remind you that in February 2016, pensioners’ pensions were increased by only 4 percent. The government promised pensioners a second indexation in the second half of the year, but it did not happen. Instead, pensioners were given a one-time payment of 5 thousand rubles, and even then in January 2017.

The authorities promised to index pensions in full in 2017, that is, at the inflation rate of 2016. According to official data from Rosstat, inflation in Russia in 2016 was 5.6 percent. As a result, in February 2017 insurance pension raised by 5.4 percent, and in April by another 0.38 percent.

By what percentage will pensions increase in Russia in 2018? Let us recall that Deputy Prime Minister Olga Golodets reported that the country is restoring the usual, legal procedure for indexing pensions - according to actual inflation. This means that in 2018, insurance pensions should be increased to the inflation rate for 2017. What this value will be will become clear by the end of the year. But plans for future indexing have become known today.

Indexation of pensions in 2018: by what percentage

As previously reported " Russian newspaper", from February 2018, insurance pensions were planned to be increased by 3.8 percent. This is indicated in the main parameters of the budget of the Russian Pension Fund (PFR) for 2018 and the planned 2019-2020 years. Accordingly, the cost of the individual pension coefficient (pension point), taking into account which insurance pensions are assigned, should have increased from 78.58 rubles to 81.57 rubles.

However, judging by the latest news, the situation has changed. Labor Minister Maxim Topilin recently told reporters that insurance pensions will increase by 3.7 percent in 2018, not from February 1, as usual, but from January 1. The change in timing is aimed at ensuring a more significant increase in real pensions next year, RIA Novosti reports. The cost of one pension coefficient will be 81 rubles 96 kopecks.

In addition, it is proposed to adjust the size of the fixed payment to insurance pensions, setting it from January 1, 2018 in the amount of 4982.9 rubles (an increase of 1.037%). As a result, the average annual old-age insurance pension in Russia will increase in 2018 to 14,137 rubles and amount to 160.5% of a pensioner’s subsistence level.

(adsbygoogle = window.adsbygoogle || ).push());

Why has the indexation percentage decreased slightly? But because inflation in Russia is decreasing faster than planned. Until recently, the inflation forecast for 2017 was 3.7 - 3.8%, but now the data has changed. It is now expected that inflation in 2017, according to official data, will be only 3.2%, and, accordingly, pensions will rise even more than prices.

Let us remind you what increase in pension is planned for the future. In 2019 and 2020, the old-age pension will increase by 4 percent per year, said Alexander Kurtin, deputy chairman of the board of the Russian Pension Fund (PFR). Rossiyskaya Gazeta also wrote about this

Pensions for working pensioners in 2017 - 2018

Unfortunately, there is not much to please working pensioners.

Working pensioners will not have their pensions indexed in February 2018. And in the next couple of years, they may not expect indexation of their pensions if they work during this period.

Let us remind you that in accordance with current legislation, starting from 2016, planned indexation of the insurance pension and the fixed payment to it, carried out on February 1, does not apply to working pensioners. For a pension increase to occur, you must quit your job.

But in August 2018, working pensioners will receive a traditional non-declaration recalculation. The increase in pension as a result of recalculation is individual in nature and depends on the amount of insurance contributions that the employer paid to the Pension Fund for a working pensioner in 2017.

Pension increase from April 1, 2018: by how much?

State pension benefits, including social ones, will be increased from April 1, 2018 for both working and non-working pensioners. How much? But this is actually a good question.

As we remember, from April 1, 2017, state pensions, including social ones, were indexed by 1.5 percent.

It was previously reported that in 2018 social pensions are planned to increase by 1.2 percent. Deputy Chairman of the Board of the Russian Pension Fund (PFR) Alexander Kurtin spoke about this in the summer. And now other information is coming. Rossiyskaya Gazeta reported that the indexation of social pensions from April 1, 2018 is planned at 4.1 percent! Well, let's see what figure the State Duma approves. As soon as new data appears, we will inform you immediately last news readers!

Let us remind you that in the next two years, in 2019 and 2020, the social pension, according to the deputy chairman of the board of the Russian Pension Fund (PFR) Alexander Kurtin, is planned to be increased by 3.9 percent and 3.5 percent, respectively.

Let us note that, as before, in 2018 there will be no pensioners in Russia with a monthly income below the subsistence level of a pensioner in the region of residence. All non-working pensioners will receive a social supplement to their pension up to the level of the pensioner’s subsistence level in their region of residence.

Pension indexation calendar for 2018

Based on this information, you can draw up a preliminary pension increase calendar for 2018.

  • From January 2018, the insurance pension for non-working pensioners will increase by 3.7 percent.
  • From February 2018, other monthly payments to beneficiaries will be indexed by 3.2%.
  • From April 2018, the social pension will increase by 4.1 percent.
  • In August 2018, pensions for working pensioners will be recalculated, depending on their salary for 2017, but not more than 3 pension points.

Social pensions for working and non-working pensioners in Russia will be indexed from April 1, 2018 and will amount to more than 9 thousand rubles. The Russian Pension Fund spoke about this.

“State pension pensions, including social ones, will be increased for working and non-working pensioners by 4.1%. As a result, the average annual social pension will increase to 9,045 rubles,” the pension fund reported.

Note that the amount of 9,045 rubles is equivalent to 103.7% of the minimum subsistence level for a pensioner.

The pension fund also noted that the average social pension for disabled children and disabled children of the first group next year will be 13,699 rubles.

Let us remind you that it became known earlier that spending on social payments in Russia in 2018 will increase to 981 billion rubles.

According to Topilin, indexation of social pensions from April 1, 2018 is planned in the draft budget of the Russian Federation at the level of 4.1%. “Social pensions, nothing changes there [in the indexation mechanism],” the minister said, explaining that indexation will be 4.1%.

At the same time, according to him, indexation is not provided for working pensioners next year. “No, we have not changed the conditions, the moratorium has been maintained,” Topilin added.

Earlier, the press service of the Russian Pension Fund (PFR) reported that the average increase in old-age insurance pensions in 2018 could be about 400 rubles. According to the Pension Fund of Russia, in 2017 the average old-age insurance pension was 13,657 rubles, and in 2018 it could rise to 14,045 rubles.

Indexation of pensions in 2018: who will receive what increase?

Pensions will increase three times, but once each for different categories of pensioners: in January, April and August. For the most part, everything is as usual, but in 2018 there were some changes in the rules for indexing pensions.

January. Non-working pensioners

The increase for this category will take place on January 1. The government decided to move the indexation date forward a month - before this, the increase was accrued from February 1. By law, pensions grow at the level of last year's price increase. Therefore, the Pension Fund of the Russian Federation usually waited for Rosstat to finally calculate inflation. And only after that they began to distribute pensions. In 2018 the increase will be faster.

It was decided to index pensions by 3.7% from January 1, 2018. Do this earlier in order to ensure a more significant increase in real pensions next year, the Minister of Labor and social protection Maxim Topilin.

The government initially planned an increase of about 4% next year. This was the forecast for current inflation. But the reality turned out to be much more positive. Now, according to fresh data from Rosstat, over the past year (since last September) prices have increased by only 3%. Therefore, the Cabinet of Ministers decided not to wait for official figures and immediately budget an increase of 3.7%. In any case, it will be higher than real inflation.

Let us remind you that this year the average old-age insurance pension is 13,657 rubles. Taking into account indexation, in a year it will increase to 14,045 rubles. That is, the average increase will be about 400 rubles.

April. Social pensioners

More than 4 million people receive a social pension in Russia. As a rule, these are disabled people, war veterans, children left without a breadwinner in the family and other beneficiaries, as well as those who have not earned the required length of service. Now the average social pension is 8,742 rubles. From April 1, 2018 it will increase by 4.1%.

For comparison, the average annual social pension for disabled children and group I disabled children since childhood is 13,241 rubles. But there are also those who receive only 5 - 6 thousand rubles. As the Pension Fund of Russia explains, all pensioners (both social and insurance) whose income is below the pensioner’s subsistence level (PL) in their region of residence are entitled to social supplements. They increase the benefit amount to the PMP level.

August. Working pensioners

In total there are 43 million pensioners in Russia. Of these, approximately a third (14 million people) are employed. Pension indexation does not apply to them. Several years ago (after another reform) it was canceled. Working pensioners were given only an increase due to an increase in length of service.

We have not changed the conditions, the moratorium has been maintained,” Maxim Topilin explained recently.

Companies continue to pay insurance premiums for working pensioners. According to the new rules, they are transformed into pension points. One point in 2017 is valued at 78.58 rubles, and next year it will be 81.49 rubles. And the higher the salary, the more points you can earn. But there is a ceiling: the maximum increase in 2018 can be up to three pension points, that is, about 245 rubles, the Pension Fund specified.

For working pensioners, other incentives have appeared - for example, you can postpone retirement voluntarily (or suspend receiving a pension) and then receive an increasing coefficient (the formula is on the Pension Fund website). But very few have taken advantage of this so far.

The economic crisis and constantly growing inflation are forcing older citizens receiving state old-age benefits to closely monitor legislative innovations. An increase in pension for children can help the family budget of pensioners. How to calculate and receive additional payment is a question that worries non-working subsidy recipients. The pension supplement for children in 2018 is not calculated and paid to pensioners automatically; payments are made according to submitted applications, and not all categories of citizens will have an increase in the amount of benefits.

What is a supplement to the pension for children?

Regular changes in the legislative basis for the accrual and calculation of cash payments for pension benefits lead to the fact that pensioners are confused, having no idea how the accruals are carried out. The pension supplement for children born after and before 1990 is not an automatic supplement to monthly allowance, and a different calculation procedure that arose as a result of replacing length of service with additional points. During recalculation, some pensioners receive a significant increase in their pension for children in 2018.

According to the old procedure for registering a pension, maternity leave was not included in seniority women, and deducted from it. When recalculated by points maternity time is a non-insurance period, points are awarded for it, and the final amount of the pension is calculated taking them into account. Each recalculation is made individually by Pension Fund employees - if they see that, when making an additional payment, the pension will decrease and not increase, the accrual option remains the same, since the financial situation of the pensioner cannot be worsened.

Pension supplement for children born before 1990 and later

Elderly citizens are misled, believing that additional payment to pensioners for children is possible if the baby was born before 1990, in Soviet time. However, additional payments can be received for adult and minor dependent persons - the main thing is that the parent applying for the supplement retires after 01/01/2015, since a revision took place during this period pension legislation and pension points were introduced that affect the amount of the pension.

Conditions of receipt

An additional pension for children in 2018 is possible for working pensioners and non-working elderly people. Recalculation is not done for persons receiving an insurance pension for the loss of a breadwinner or victims of the Chernobyl accident. The Pension Fund puts forward the conditions necessary for a valid application to recalculate a pension based on points, and not on length of service. These include the following provisions:

  • The applicant retired earlier than 01/01/2015.
  • The petitioner retired after this period, but did not provide PF with information about his existing descendants.

Federal supplement to women's pensions for children in 2018

The situation when an elderly man or woman is raising a minor or an adult incompetent individual is not uncommon. It is impossible to support a minor with the standard provision of a pensioner, because full care and education are required. A lot of money is also spent on maintaining a disabled child or adult. The state provides assistance to pensioners who have dependents who are incapacitated due to age or other circumstances.

For a minor child

Persons who have reached retirement age are entitled to a supplement to the insurance part of pension benefits if they have dependents. Elderly Russians receive an increase for the following categories of minor or incapacitated daughters, sons, brothers, sisters, grandchildren;

  • before they reach 18 years of age;
  • up to 23 years of age, subject to studying in secondary specialized or higher educational institutions;
  • for any dependents, if the recipient is a pensioner with a disability group.

For a disabled child

If a citizen receiving state benefits based on age has a disabled child of groups 3, 2, 1, then allowances are paid regardless of the latter’s age. The guardian is entitled to a fixed payment towards the pension before and after the disabled person comes of age, upon confirmation of disability by a certificate from the commission establishing incapacity by assigning a disability group.

For a student child under 23 years of age

In order to receive an additional payment for a full-time student studying at a higher or secondary specialized institution, the applicant must annually provide a certificate from the place of education of his son or daughter about his ongoing studies. Information is provided through the institution's dean's office. The student receives the certificate independently, transferring the data to the guardian to receive a fixed additional payment.

How much do they pay extra for a minor child?

The supplement to the pension for children in 2018, due to a senior citizen taking care of minors, varies depending on various factors. You can see the range of required additional payments to insurance pension payments in the table below:

  • Region of residence. Subjects of the federation provide for the appointment of regional surcharges, the amount of which is determined by local legislation.
  • The number of dependent dependents, the presence of a disability group.
  • The number of years of the recipient and his legal capacity.

Indexation of social payments in 2018

The legislation provides for an annual increase in age-related benefits. Indicators are calculated every year, depending on the inflation rate of the previous calculation period. In 2018 it was 3.2%. From February 1, 2018, compensation payments intended for Heroes of Russia will be indexed to this amount. Soviet Union, labor, war veterans, persons affected by the Chernobyl accident, pregnant wives of conscripts, and other categories of socially vulnerable Russians.

From April 1, 2018, social payments to citizens receiving state benefits will increase by 4.1%. If the social payment is less than the subsistence level established for a given region, then the Pension Fund makes automatic additional payments to the level of this indicator. The following categories of citizens will receive an indexed bonus:

  • disabled people;
  • persons receiving survivor's pensions;
  • war veterans;
  • other Russians enjoying benefits.

Regional allowances

Social compensation in Moscow is tied to the minimum subsistence level (ML), established in the capital and the social standard, which in 2017 amounted to. 14,500 rubles. From January 1, the latter figure increases, reaching 17,500 rubles. Other premiums are also increasing, the amount of which can be seen in the table below:

Features of calculating additional payments to pensioners for children in 2018

For certain groups of citizens, the pension supplement for children in 2018 is calculated individually, taking into account social status. These Russians receive severance pay ahead of schedule, before reaching the legal age, and can apply for social subsidies to support minor family members. These include the following categories of citizens:

  • those who have completed their insurance period or have lived permanently in the harsh climatic conditions of the Far North or equivalent regions;
  • military pensioners;
  • citizens receiving pension payments from the Ministry of Internal Affairs;
  • mothers of many children.

Living in areas of the Far North and equivalent to them

Supplement for children due to pensioners The Far North (FN) or regions with the same climate is determined by regional legislative authorities. To qualify for payments, the applicant must provide employees of the Pension Fund with information about registration in the area related to the Constitutional Court. If a citizen has left or changed his place of residence to another region not related to the Constitutional Court, then additional payments for children taking into account northern benefits and compensation will not be made.

When receiving early support in another region, it will not be profitable for a pensioner using CS benefits to receive payments calculated on an individual basis. pension points, since experience will not be taken into account. Regional branches of the Pension Fund calculate payments for descendants, taking into account the bonuses received according to established coefficients, general level applicant's income.

Military pensioners

Persons of this group of beneficiaries may qualify for payments if they do not receive social benefits. The amount of the increase is influenced by regional benefits established by the constituent entities of the federation. Having collected the necessary papers, military pensioners burdened with children can apply for bonuses to social supplements. The amount of assistance is as follows:

  • for 1 child – 32% of the benefit received;
  • on two – 64%;
  • for three or more children – 100%.

For pensioners under the Ministry of Internal Affairs

Citizens receiving pension subsidies through the Ministry of Internal Affairs or the Ministry of Emergency Situations can apply for a pension supplement for children in 2018. It is charged on general conditions, varying between 32-100% depending on the number of heirs. The applicant is required to comply with the following conditions:

  • The applicant must not be working;
  • Dependents are persons under 18 years of age or studying full-time in secondary specialized and higher institutions that are not related to the Ministry of Internal Affairs or other military schools.

Mothers of many children

Women who have raised more than 4 offspring retire early. They do not have to apply for federal subsidies - the issue of increasing their pension is decided by regional authorities. This category of beneficiaries may qualify for additions to the payments received if maternity time was not included in the total length of service. The calculation of pension points assigned to all offspring occurs in the general manner; employees consider the resulting changes from replacing length of service with points and indicate whether it makes sense to recalculate the benefits received or not.

How to apply

The excitement caused by the opportunity for older people to receive additional payments led to a massive influx of Russians to local branches of the Pension Fund and the formation of long queues. To prevent older people from wasting time, nerves, and health, the Pension Fund offers to issue additional payments later, using a time convenient for the pensioner. There is no deadline for submitting an application. You can apply for an allowance in the following ways:

  • By personal contact to the nearest Pension Fund branch. Employees recommend making an appointment remotely to avoid languishing in a long line.
  • Using the functions of the local MFC, if services for the recalculation of pension subsidies are provided by this body.
  • Via the Internet, registering on the government services website, sending scans of documentation.
  • By mailing the application and attached papers by registered mail, indicating the need for notification of receipt.

Its size for determining the amount of SD for pension is established in accordance with the Federal Law of the Russian Federation of October 24, 1997 N 134-FZ "On the living wage in Russian Federation» around the country once per next year . In the constituent entities of the Russian Federation, the size of the subsistence minimum for determining the amount of social additional payments is also established once a year no later than November 1 of the current year.

The calculation of the consumer basket includes only the most necessary to maintain the health of citizens and their livelihoods:

  • a minimum set of food products (bread, potatoes, vegetables, cereals, pasta, milk, eggs, fruits, salt, sugar, spices);
  • services and goods of the non-food category, the cost of which is assessed in relation to the necessary food products.

The composition of the consumer basket is being revised taking into account changes in the standard of living of the population at least once every five years.

The cost of living varies for citizens depending on which population group the person belongs to. In general, there are three main socio-demographic groups:

  • able-bodied citizen;
  • pensioner;
  • child.

It should be taken into account that when establishing the size of the monthly allowance for calculating the social supplement, belonging to the “pensioner” category does not depend on the age of the citizen. So, for example, the recipient of a pension (in case of loss of a breadwinner or disability), when determining the cost of living, will also be taken into account by category "pensioner".

In fact, the amount of the additional payment depends on the region of residence of the pensioner, in which the PMP is established to determine the amount of social security payment annually. The values for 2019 are set in the table below.

Complete information on PMP values in 2019 for each region can be obtained.

In the constituent entities of the Russian Federation, the composition of the consumer basket is established on one's own regulatory acts of the subjects, taking into account natural and climatic conditions, which is natural, because living in areas with harsh climatic conditions requires more costs for life support than in areas with mild climatic conditions, national traditions, characteristics of food consumption in the region, as well as non-food goods and services. Therefore, the cost of the consumer basket established in the Russian Federation and in the regions may differ.

For 2019, the living wage for a pensioner was established in the Russian Federation in the amount of 8,846 rubles. It is this amount that will be taken into account when establishing the federal social supplement.

Most low size PM for citizens on pensions in 2019 in the Tambov region - 7,811 rubles, the highest - in the Chukotka Autonomous Okrug - 19,000 rubles. In the Kaliningrad, Vologda, Tver, Sverdlovsk regions and the city of Baikonur, the size of the pensioner's monthly pension for 2019 is the same as in Russia - 8,846 rubles.

Types and amounts of social supplements for pensioners

There are SD for retirement two types:

  • federal (FSD);
  • regional (RSD).

In each region, non-working recipients of pensions, the amount of which is below the minimum monthly wage, may be entitled only one type of social supplement. What determines what type of increase will be established?

The type of payment depends on the cost of living of the pensioner in the region of residence. If a citizen moves to a new place of residence from one region to another, the right to receive a social supplement is reviewed and the citizen may be provided with a social payment depending on the cost of living in the region at the new place of residence.

Federal social supplement to pension

FSD for pension is assigned in regions where the regional subsistence minimum for a pensioner is lower than in Russia. It is set in such an amount that the final amount of a citizen’s pension is not lower than the minimum wage established in the region of residence.

This type of additional payment is carried out from the federal budget through the Russian Pension Fund. In Russia as a whole, most regions have established a FSD for pensions for non-working pensioners. There are entire federal districts in which the cost of living is lower or equal to the national minimum standard, this is traditionally:

  • North Caucasian(Republic of Dagestan, North Ossetia-Alania, Stavropol Territory, etc.);
  • Southern(Krasnodar region, Rostov, Volgograd, Astrakhan regions, etc.);
  • Privolzhsky(Samara, Saratov, Penza regions, etc.);
  • Siberian(Altai, Omsk, Kemerovo, Tomsk regions, etc.);
  • Rep. Crimea and Sevastopol.

This is due to the low income of the living population and the low standard of living and income in these regions, as a result of which the living wage is not set high.

Ivanov M.A., born in 1982, does not work, lives in the Kurgan region, receives a disability insurance pension of group 3, set at 5,400 rubles. In addition, he receives a monthly cash payment (MAP) in the amount of 1041 rubles. 25 kopecks, including a set of social services (NSS) in the amount of 1121 rubles. 42 kopecks, which is included in the amount of EDV (together 2162.67 rubles). Ivanov M.A. also has a benefit for paying for housing and communal services, the cost of which in February 2019 amounted to 586 rubles. 16 kopecks The total amount of general material support for Ivanov M.A. in February 2019 was:

  • 5400 + 2162,67 + 586,16 = 8148 rub. 83 kopecks.

In the Kurgan region, the subsistence minimum established for pensioners for 2019 is 8,750 rubles, which is lower than the minimum wage for Russia as a whole - 8,846 rubles. Thus, Ivanov M.A. will be assigned a federal social supplement to his pension in the amount of:

  • 8750 - 8148,83 = 601 rub. 17 kopecks.

Regional social supplement to pension

RSD is assigned in regions where the regional subsistence minimum for a pensioner is higher than in the Russian Federation.

These regions, for the most part, are northern regions and donor regions with high level life. In Russia as a whole for 2019, only 16 regions regional social surcharges have been established.

The establishment and payment of RSD are carried out by authorized executive authorities, as a rule, the social protection authorities at the place of residence of the pensioner.

Melnikova A. A., born in 1959, does not work, lives in the Moscow region, is the recipient of an old-age pension set at 7,230 rubles. In addition, the legislation of the subject gives her the right to free pass in municipal transport, the cash equivalent of which is 421 rubles. The total amount of general material support for A. A. Melnikova in February 2019 was:

  • 7230 + 421 = 7651 RUR.

In the Moscow region, the cost of living for pensioners in 2019 is set at 9,908 rubles, which is higher than in Russia - 8,846 rubles. Thus, A.A. Melnikova will be provided with a regional social supplement to her pension in the amount of

  • 9908 - 7651 = 2257 RUR.

Registration of social supplement up to the subsistence level

The appointment and payment of FSD is carried out by the bodies of the Pension Fund of the Russian Federation based on application, which is submitted simultaneously with, or after the right to receive it arises, to the Pension Fund of the Russian Federation at the place of residence.

The assignment and payment of RSD for pension is carried out in social protection authorities at the place of residence. The information necessary to assign additional payments is transmitted automatically from the authorities that own the information, without the participation of a pensioner.

Thus, the pensioner is only required to submit an application. No certificates confirming the presence or absence of payments included in the total income of the pensioner taken into account when determining the right to social benefits are required.

When receiving any type of social benefits, a pensioner obliged to immediately notify about all circumstances entailing termination of the right to receive social benefits, such as:

  • apparatus employed;
  • departure for permanent residence outside the Russian Federation;
  • moving to another region, etc.

Conclusion

The Russian Federation is social state And take care of welfare their citizens. When establishing social supplements to pensions, the state at the federal level assumed the obligation to maintain the income of non-working pensioners at least below the subsistence level, thereby significantly increasing the level of their material security.
