Sakhalin trade unions obtained the consent of the authorities to revise the current agreement on the minimum wage in 2016 in the direction of increasing it if the cost of living of the working-age population exceeds the “minimum wage” approved in the region, reports Sakh.com news agency with reference to the Sakhalin Regional Union of Organizations trade unions.

The draft agreement on the minimum wage in the Sakhalin region for 2016 caused heated discussions among participants at the meeting of the regional tripartite commission for regulating social and labor relations. Whether to increase the "minimum wage" or not - Sakhalin trade unions, employers and government officials argued during and after the commission meeting.

In July, as a matter of routine, the parties to the social partnership signed an agreement to increase the minimum wage in the Sakhalin region. Thanks to this, the minimum wage established in our region has become one of the highest in the country. Today, for workers working at enterprises in the southern and central regions of the region, the minimum wage is 15 thousand rubles (before the signing of the agreement it was 13 thousand 250 rubles). For citizens working in the Nogliki and Okha regions - 18 thousand 571 rubles (previously - 16 thousand 405 rubles). For citizens operating in the Kuril, North Kuril and South Kuril regions - 20 thousand rubles (until July 1 - 17 thousand 667 rubles).

On November 30, during a meeting of the commission, a decision was to be made on the size of the “minimum wage” for 2016. However, this time the positions of the parties did not coincide. The regional government, represented by the labor agency, citing the fact that from July 1 the minimum wage in the region has increased significantly, proposed prolonging the current agreement, leaving existing sizes minimum wage without changes, and then, in 2016, to act depending on “trends emerging in the economy.”

The trade union side insisted on increasing the minimum wage in 2016, taking into account inflation rates and the real cost of living of the working population in the region, which will emerge in the first quarter of next year.

As a result of negotiations and consultations, representatives of the authorities, the Sakhalin Regional Union of Trade Union Organizations and regional employers decided to extend the current agreement. At the initiative of the Sakhalin trade unions, a clause was added to the final version of the agreement, according to which the parties to the social partnership undertake in the event that the subsistence level of the working population in the Sakhalin region exceeds the established minimum wage in month period after the publication of the regional government decree approving the cost of living for the corresponding quarter, negotiate an increase in the minimum wage and conclude a new agreement.

Anatoly Krutchenko, Chairman of the Sakhalin Regional Union of Trade Union Organizations: “Despite the complexity of the negotiation process, the trade union side ensured that our position was taken into account. Depending on the increase in the cost of living, the minimum wage will also increase in 2016. It is not yet known by what exactly what the indicators will be in the first quarter of next year, however, the forecast data on the growth of inflation and the cost of living, in our opinion, are disappointing. We must not allow the minimum wage to be lower than the cost of living for the working population of the Sakhalin region. In this regard “linking” the size of the “minimum wage” to these economic indicators is justified and logical.”

This Law establishes legal basis to determine the subsistence level in the Sakhalin region, take it into account when establishing state guarantees for the population of the region to receive minimum cash income and other measures social protection.

Article 1. Basic concepts used in this Law

This Law uses the following basic concepts:

consumer basket - the minimum set of food products necessary to maintain human health and ensure his life, as well as non-food goods and services, the cost of which is determined in relation to the cost of the minimum set of food products;

living wage - cost estimate of the consumer basket, including mandatory payments and fees;

the main socio-demographic groups of the population are the working population, pensioners, children;

poverty - the financial condition of a family (a citizen living alone), whose average per capita income (whose income) is below the subsistence level established in the Sakhalin region;

family - persons related by kinship and (or) property, living together and leading a joint household.

The average per capita income of a family (a citizen living alone) is the total amount of income of each family member (a citizen living alone) divided by the number of all family members.

Article 2. Assignment of the subsistence minimum

Living wage intended for:

1) assessing the standard of living of the region’s population in the development and implementation of regional and local social programs;

2) identifying low-income (poor) citizens in order to provide them with the necessary targeted social assistance;

3) taking into account when establishing the amount of the minimum wage in the Sakhalin region and justifying the amount of social payments;

Article 3. Determination of the consumer basket, the procedure for its establishment

1. The consumer basket for the main socio-demographic groups of the population in the Sakhalin region is determined at least once every five years on the basis methodological recommendations approved by the Government Russian Federation.

The consumer basket for the main socio-demographic groups of the population in the Sakhalin region is being developed with the participation of the regional tripartite commission for regulating social and labor relations.

2. The consumer basket in the Sakhalin region is established by the law of the Sakhalin region, taking into account natural and climatic conditions, national traditions and local characteristics of the consumption of food, non-food goods and services by the main socio-demographic groups of the population.

Article 4. The amount of the subsistence minimum, the frequency of its calculation and the procedure for establishing it

1. The cost of living per capita and for the main socio-demographic groups of the population in the Sakhalin region (except for the case provided for in part 3 of this article) is established on the basis of the consumer basket in the Sakhalin region and data from the federal executive body for statistics for the Sakhalin region on level of consumer prices for food and consumer price indices for food, non-food goods and services and expenses for mandatory payments and fees.

The cost of living per capita and for the main socio-demographic groups in the Sakhalin region is determined on the basis of the procedure for calculating the cost of living per capita and for the main socio-demographic groups of the population in the Russian Federation as a whole, established by the Government of the Russian Federation.

2. Conditions and procedure for providing social support low-income families(citizens) are established in accordance with the legislation of the Sakhalin region.

3. The calculation of the average per capita income of a family (a citizen living alone) is carried out in the manner established by federal law.

Ideally, the cost of living should increase every year taking into account this inflation, but, unfortunately, this practice does not happen as often as expected.

It is impossible to imagine the full existence of each of us, without focusing on monetary benefits, without which it is already difficult to imagine the life of any person. And no matter how much we would like the world to become at least a little different, we still have to turn our attention to the material world every day. In our country there is the concept of a minimum living wage, which determines many components of the social structure. Today we will find out what the cost of living will be in 2020 in Russia and how this will affect the life of ordinary citizens.

Living wage for a pensioner in 2020

Important! When a pensioner receiving a subsidy is employed and receives an official salary, he must inform the Pension Fund about this to stop accruals. Otherwise, he will be obliged to compensate for all financial damage caused to the local budget.

  • issued monthly Transport Card, allowing you to use public transport free of charge with a certain travel limit;
  • complete exemption from property tax. Pensioners who own an apartment do not pay tax on it. Moreover, such tax exemption for pensioners is established for each type of real estate separately.   • exemption from income tax. There is no tax on pensions;

Living wage for 2020

Based on Article 3 of the said Federal Law, the minimum wage is used to regulate wages and determine the amount of benefits for temporary disability, pregnancy and childbirth, as well as for other purposes of compulsory social insurance.

We are all accustomed to hearing such concepts as the minimum wage (minimum wage) and the cost of living per capita. How are these concepts different and what do they have in common? By the way, it should be noted that the minimum wage for an employee should not be lower than the subsistence level, which is established in the region where the employee works.

Regional authorities calculate the cost of living not only from standard values, but are also obliged to take into account local characteristics and needs of citizens of the subject (Resolution of the Government of the Russian Federation of January 29, 2013 No. 56). At the same time, the standard package of products includes such goods as milk, bread, flour, potatoes, etc. The cart includes 11 products in total. This is the minimum that, according to officials, is sufficient to maintain the life and health of citizens.

What is the minimum cost of living for 2020 set in the regions? The procedure for revising the minimum in the constituent entities of the Russian Federation is the same as for Russia as a whole. Each region will approve the cost of living for the first quarter in the new year. Data for the 4th quarter of last year are now known. For example, since 2020 in Moscow, the cost of living has been in effect for the 4th quarter of 2020, approved by Decree of the Moscow Government dated March 13, 2018 No. 176-PP. In 2020, the minimum for the 1st quarter of 2020 will be approved in May-June.

This value is critically important for the region’s 67,676 pensioners who receive a special supplement to their pension. Thanks to this additional payment, the pensions of such elderly residents of the region become equal to the living wage of a pensioner. Their pension benefits accrued in the usual manner are less than this value, on average by 2,430 rubles.

Living wage in the Rostov region in 2020 - what you need to know

The living wage is the cost of a minimum set of products, goods and services that allow a person to exist and not fall below the “poverty line.” In each region, the cost of living is calculated taking into account local natural, social, economic and other features. The figure is adjusted depending on the rise or fall in prices every quarter.

In order to assign additional payments to pensions in Rostov region the living wage for pensioners is established once a year by adopting amendments to regional law No. 17-ZS dated December 7, 1998. The latest amendments to it were made on October 19, 2020. In accordance with this document, the living wage of a pensioner in the Rostov region for 2020 the year is set at 8,488 rubles. Compared to 2020, this figure has not changed.

Living wage in the Sakhalin region for 2020

Almost immediately, as soon as the decision of the Constitutional Court became officially known, the Sakhalin Regional Union of Trade Union Organizations, the regional government and the association of employers of the Sakhalin region signed an Agreement on the termination of the Agreement on the minimum wage in the Sakhalin region for 2020.

The cost of living for a pensioner for 2020 was determined based on an assessment of the cost of living based on the results of the current year and the consumer price index, which is determined for the next year.
